Please clarify if as document, confirming compliance of the goods to the term "...про те, що запропонований до постачання товар відповідає нормативно-технічній документації Міністерства оборони України..." acceptable the Certificate of Compliance, issued by SGS or TUV. Term of providing the certificate, issued by the buyer itself makes participation of the foreign bidders in ANY of your tenders impossible.
As well it is against the Law of Ukraine "About technical regulations and conformity assessment"

RECOGNITION OF CONFORMITY ASSESSMENT RESULTS
Article 45. Recognition of results of evaluation of conformity, conducted by outside Ukraine
1. The results of evaluation of compliance with the requirements of technical regulations, carried out in another country, recognized, and accepted in Ukraine, if applied in this state procedure assessment of conformity (even if they differ from the Ukrainian treatments) provide a same or higher level of compliance the requirements of relevant technical regulations, as and Ukrainian procedures for assessment of conformity.

2. The results of evaluation of conformity (minutes of testing, the documents of compliance, etc.) requirements of technical regulations, carried out in other countries, are recognized and accepted in Ukraine in accordance with the provisions of the applicable international treaties Ukraine, which provide for mutual recognition of the results of evaluation of conformity.

3. Designated bodies have the right to recognize and accept results of the assessment of conformity (minutes of testing, the documents of compliance, etc.) requirements of technical regulations, conducted by foreign accredited bodies with the assessment of conformity, based on concluded with such bodies agreements on recognition of the results of evaluation of conformity, under the conditions if:

national bodies of accreditation, which accredit bodies of assessment of conformity as in Ukraine, so in another country is member of international or regional organization of accreditation and / or signed an agreement on mutual recognition of this organization regarding appropriate types of activities with the assessment of conformity;
appointed authority based on the results of evaluation of conformity (protocol tests, documents of correspondence, etc.) conducted foreign accredited body with the assessment of conformity, applying the procedure assessment of conformity or its part and issue a document of conformity, provided this procedure, under his responsibility.
