We would like to request clarification on the BESS reference project requirement: “Design and construction of at least one (1) BESS project with a total installed capacity of at least 20 MW with confirmed integration of BESS into power systems operating in accordance with ENTSO-E requirements.”
Would reference projects completed outside Europe, in jurisdictions with equivalent or comparable grid integration standards (e.g. in the United States), be considered as satisfying this requirement?

The documentation stipulates that the amount should be 10,000,000 US dollars per case. How many such insurance cases should be calculated? There are no insurance products with such wording in Ukraine and insurance companies want to know the entire insured amount.

Question:
1.)Can a participant confirm experience in design under one contract, and equipment installation under another contract?
2.)Does this have to be experience on the same object? Or can it be different objects?

Досвід роботи в діяльності, пов'язаній з проектуванням, постачанням та монтажем обладнання для об'єктів енергетичної інфраструктури, включаючи генеруючі установки, системи акумуляторного накопичення енергії (BESS) та мережі середньої та високої напруги (MV) за контрактами в ролі підрядника, субпідрядника або керуючого підрядника, щонайменше з січня 2021 року.
Питання:

Section III – Evaluation and Qualification Criteria, paragraph "4.2 (c) Specific Experience" requires:
"For contracts referred to in paragraph 4.2 (a) above and/or any other contracts that have been substantially completed and are in the process of being implemented as a prime contractor, joint venturer or subcontractor between 1 January 2021 and the deadline for submission of applications, experience in the following areas:
c. Design and construction of at least one (1) BESS project with a total installed capacity of at least 20 MW, successfully and fully completed within the last five (5) years, with proven integration of BESS into power systems operating in accordance with ENTSO-E requirements..»
We have a contract for the construction/building of a BESS project with a total installed capacity of at least 20 MW, successfully and fully completed within the last five (5) years, with confirmed BESS integration into the power grid, the design for this project(object) was performed by another dedicated design organization. However, we have a separate design contract but for a different project (object).
In this regard, we request to amend clause "4.2(c) Specific Experience" to provide that experience related to design can be confirmed for a different project(object) than construction/building experience.
Розділ III – Критерії оцінки та кваліфікації п."4.2 (с) Спеціальний досвід" встановлена вимога:
«Для контрактів, зазначених у пункті 4.2 (a) вище, та/або будь-яких інших контрактів, які були значною мірою завершені та перебувають на стадії реалізації як головний підрядник, учасник спільного підприємства або субпідрядник у період з 1 січня 2021 року до кінцевого терміну подання заявки, досвід у таких аспектах:

Ми маємо договір з будівництва проекту BESS із загальною встановленою потужністю щонайменше 20 МВт, успішно та повністю завершеного протягом останніх п'яти (5) років, з підтвердженою інтеграцією BESS в енергосистеми, проектування по цьому об’єкту виконувала інша спеціальна проектна організація. Але ми маємо окремий договір з проектування але вже по іншому обєкту.
У зв’язку з цим просимо внести зміни до пункту "4.2(с) Спеціальний досвід" і передбачити, що досвід, пов'язаний з проектуванням може підтверджуватись по іншому об’єкту, ніж досвід по будівництву.

In previous answers to questions about experience verification, you stated that design-related experience could have been obtained through a specialized subcontractor.
But it is not clear to us whether the design-related experience of the subcontractor must be for the same object for which the installation and construction experience is verified, or can these objects be different?
Question:
1. Do we understand correctly that design experience can be verified through a subcontractor and the object can be different than in the installation and construction contract?
2. Do we understand correctly that the verification of individual stages (in particular design and construction) can be carried out under different contracts or for different objects?
В попередніх відповідях на запитання щодо підтвердження досвіду ви повідомили, що досвід пов'язаний із проєктуванням міг бути отриманий через спеціалізованого субпідрядника.
Але нам не зрозуміло чи досвід субпідрядника пов'язаний із проєктуванням повинен бути саме по тому об’єкту, по якому підтверджується досвід по монтажу та будівництву, чи ці об’єкти можуть бути різні?
Питання:
1.Ми правильно розуміємо, що досвід проєктування може бути підтверджено через субпідрядника і при цьому об’єкт може бути інший ніж в договорі на монтаж і будівництво?
2.Ми правильно розуміємо, що підтвердження окремих етапів (зокрема проєктування та будівництва) може здійснюватись за різними договорами або за різними об’єктами?

The tender documentation requires that all tender documents must be translated into English. We are a Ukrainian company and all our documents (including technical documents) are in Ukrainian. To prepare a tender for this procurement, it is necessary to process a very large amount of information and documentation. A highly qualified translator can translate no more than 20 pages per day from Ukrainian to English. We work with four translation agencies, but due to frequent Russian attacks on Ukrainian cities and concerns, delays occur. These delays are especially due to the latest attack on Kyiv. We objectively assess our capabilities and see that we will not be able to translate and prepare the tender by 11 June 2026 16:00. In order to expand competition and ensure equal opportunities for Ukrainian participants to participate in the tender, we ask that you extend the deadline for submitting tender proposals by 8 days (this is calculated to account for the translation time, which we do not have enough of and we still need to translate technical documents, which are very large in volume) until 19 June 2026 16.00. We also draw your attention to the fact that Employers usually set a deadline of 3.5-4 months for the preparation of tender proposals for tenders of similar complexity conducted under the FIDIC procedure. Тендерною документаціє вимагається, що всі документи тендерної пропозиції повинні бути перекладені на англійську мову. Ми є українською компанією і наші всі документи(у тому числі технічні документи) викладені українською мовою. Для підготовки тендерної пропозицій по даній закупівлі потрібно опрацювати дуже великий об’єм інформації та документації. Високваліфікований перекладач може перекласти не більше 20 сторінок за день з української мови на англійську. Ми працюємо з чотирма перекладацькими агенціями, але у зв’язку з частими атаками росії на міста України і тривогами виникають затримки. Особливо ці затримки виникли через останню атаку на Київ. Ми об’єктивно оцінюємо наші спроможності і бачимо, що ми не зможемо перекласти і підготувати тендерну пропозицію до 11 червня 2026 16:00. З метою розширення конкуренції, забезпечення рівних можливостей участі в тендері українських учасників, просимо збільшити термін подачі тендерних пропозицій на 8 днів (так розраховано час перекладу, якого нам не вистачає і ще потрібно перекласти технічні документи, яких дуже великий об’єм) до 19 червня 2026 16.00. Також звертаємо Вашу увагу, що замовники зазвичай встановлюють строк 3,5-4 місяці на підготовку тендерних пропозицій по тендерах подібної складності, що проводяться за процедурою ФІДІК. Дякуємо за розуміння
