1. Question on clause 2 of appendix 1
The tender documentation indicates an additional type of FM pulse. It was added to the MBES system in order to slightly increase the maximum measurement depth. However, as practice has shown, the slight increase in measurement depth when using FM is completely offset by significant shortcomings in its application, numerous calculation errors, and the complexity of processing the received data.
To obtain high-quality data from the MBES system, manufacturers always use the CW pulse method in their basic functionality, which has proven effective over many years under extremely difficult operating conditions. We attach the relevant calculations. https://fex.net/s/5scv2cv
In addition, the required maximum depths are not large, so there is no need for FM.
To maintain a competitive environment, we require that the technical specifications indicate not the modes (types) of equipment operation, but the technical parameters (no worse) that this equipment should provide.
2. Question on clause 3 of appendix 1
The tender documentation specifies the shaft size for installing the sonar as 700 mm by 600 mm, while the dimensions of the mounting bracket and the sonar itself are significantly limited to 600 x 460 mm. This narrows the circle of competition and reduces the possibility of receiving optimal offers from bidders, effectively promoting a specific equipment manufacturer.
First of all, the equipment must perform its primary functions (taking into account the dimensions of the shaft for installation) and should not be restricted by strict limitations on the overall dimensions of the sonar.
In connection with the above, we require that changes be made to the documentation: the requirements for the equipment dimensions should be excluded and replaced with a requirement that the equipment must comply with the shaft dimensions for installing the sonar, provided that the hull of the vessel on which the equipment will be installed is not damaged during installation.
3. Question on clause 3 of appendix 1
The tender documentation specifies fixed cable lengths. However, cable lengths may vary — they can be longer, shorter, or even unnecessary — depending on the type of equipment, the manufacturer, the method of organizing connections between individual units, and the technologies used.
In clause 4 of appendix 1, the Supplier is obliged to perform assembly, installation, and commissioning of the equipment, and therefore bears full responsibility for determining the cable lengths required to fulfill the obligations under the contract. We therefore demand that changes be made to the documentation: the specified cable lengths should be removed and replaced with an indication of the actual cable-laying distances along the planned routes — from the installation locations of the antennas and sonar sensor to the sonar processor in the server rack.
