Use Law 922, not CMU 1178, which is a sabotage against interests of Ukraine (as per our info, SBU is now interested in its authors).
By the way, Sec. 34 of CMU 1178 is only PERMISSION of 7 days for SIMPLIFIED procurements. Do you know how simplified looks like? Three pages. IN TOTAL. Your only TS is on 15 pages where you described each bolt, bell and whistle. That's extremely unprofessional. You must describe the FUNCTIONS and STANDARDS only.
We wish you the soonest end of this terrible war.

Шановний учасник, приймайте участь у закупівлі на загальних умовах, які викладені в тендерній документації у відповідності до вимог Закону України «Про публічні закупівлі» (зі змінами) з урахуванням Особливостей здійснення публічних закупівель товарів, робіт і послуг для замовників, передбачених Законом України «Про публічні закупівлі», на період дії правового режиму воєнного стану в Україні та протягом 90 днів з дня його припинення або скасування, затверджених постановою Кабінету Міністрів України від 12.10.2022 № 1178 (зі змінами). Технічні вимоги до автопідіймачів пожежних з насосом та ємністю для вогнегасних речовин затверджені наказом ДСНС України.

Доброго дня! З 19.10.2022 на період дії правового режиму воєнного стану в Україні та протягом 90 днів з дня його припинення або скасування, замовники, що зобов’язані здійснювати публічні закупівлі товарів, робіт і послуг відповідно до Закону України «Про публічні закупівлі» (далі – Закон), проводять закупівлі відповідно до Особливостей, затверджених постановою Кабінету Міністрів України від 12.10.2022 № 1178 (із змінами) (далі – Особливості), яка прийнята на виконання вимог Закону.
Пунктом 31 частини першої статті 1 Закону передбачено, що тендерна документація розробляється та затверджується замовником і оприлюднюється для вільного доступу в електронній системі закупівель. Відомості, які мають зазначатися замовником у тендерній документації установлені статтею 22 Закону. При цьому замовник самостійно встановлює вимоги до учасника та предмета закупівлі, а також спосіб їх документального підтвердження.
Згідно з п.3 ст. 22 ЗУ «Про публічні закупівлі» Тендерна документація може містити іншу інформацію, вимоги щодо наявності якої передбачені законодавством та яку замовник вважає за необхідне включити до тендерної документації.
Досвіду участі в міжнародних торгівлях на даний час не маємо, але сподіваємось на подальший розвиток та співпрацю в міжнародних закупівлях.

We do not have experience in international trade, but we hope for further development in international cooperation, but we hope for further development and cooperation in international procurement.

sec. 34 of CMU 1178 is touching upon SIMPLIFIED PROCUREMENTS only. Is this truck - simplified??? Please extend closing date till July 2 WITHOUT extension of delivery date. It will not harm your interest. Let people work normally. We condolence to Ukraine, but factory has no war and no motivation to drop all other job for your one truck.

Тендерна документація розроблена на виконання вимог Закону України “Про публічні закупівлі” (далі – Закон) з урахуванням Особливостей здійснення публічних закупівель товарів, робіт і послуг для замовників, передбачених Законом України “Про публічні закупівліˮ на період дії правового режиму воєнного стану в Україні та протягом 90 днів з дня його припинення або скасування, затверджених постановою Кабінету Міністрів України від 12.10.2022 № 1178 (із змінами) (далі - Особливості). До тендерної документації будуть внесені відповідні зміни.
