Thank you for the extended deadline! Could you please clarify whether the criterion "Familiarity with the context, geographical region, and/or culture of the target population" could be broadened to include projects implemented in the target country within the last five years?
Due to the wartime context, some donors temporarily suspended their activities for 1–2 years, which significantly limited opportunities for project implementation during that period.

Thank you for your inquiry.
In accordance with FCA's procurement rules and regulations, and adhering to the principle of transparency, FCA procurement staff are unable to review submitted offers prior to the tender deadline.
If your offer has been uploaded and electronically signed, it is duly recorded within the system.
The evaluation period and subsequent contract award process may take up to 14 business days following the tender's conclusion.

Many thanks for the clarifications provided in response to our questions. We would like to inquire whether it would be possible to extend the deadline for tender submission by one week. This additional time would allow us to gain a deeper understanding of the ECHO-funded project "Ukraine Education Response Consortium: Safe Return to Learning," including its activities and locations (such as the DLCs). It would also enable us to finalize our proposal to fully meet the tender requirements and align with the Client’s expectations.

1. Скільки шкіл були одержувачами допомоги?
2. Чи були інші об'єкти допомоги, крім шкіл.
3. Який приблизно бюджет проекту за період?
4. Вісім регіонів – це лише обласні міста, або ж у кожній області багато населених пунктів, де є об'єкти допомоги?
5. Організації-виконавці проекту допомагатимуть у організаційних питаннях під час оцінювання?
6. Чи вірно ми зрозуміли що, Замовнику потрібні результати оцінювання до 1 вересня 2025 р.? Враховуючи, що у червні розпочинаються шкільні канікули, чи забезпечить Замовник доступ до певних шкіл та/або students, teachers, school administrators, and parents?

1.126 schools, 51 DLCs, 22 TLSs; 2.Yes, departments of education. We created DLCs and TLSs which were on balance of department of education or the community in some cases.; 3.20.737.000 EUR. 20,5 million is from ECHO, the rest is co-funding. 4. Yes. 5.We provide general support in terms of data and connection.6.The plan is to sign the contract at the beginning of June, with the final evaluation report to be submitted during August. To ensure access to relevant schools, students, educators, and administrators despite the school recess starting in June, several proactive measures can be taken, including coordinating in advance with school administrations to schedule visits or data collection activities before the break begins, and where necessary, reaching out to students and parents to conduct interviews or surveys remotely — including by phone — to ensure broad participation and minimize disruptions. Please find below a summary of the project indicators, including targets and achievements to date:
Result 1
• Indicator 1.1: A total of 74,667 girls and boys were enrolled in formal education services, exceeding the target of 67,777.
• Indicator 1.2: A total of 189 learning spaces were established or restored to meet minimum standards for safe learning, against a target of 205. This includes:
o 80 schools (SCH) out of 87,
o 41 school shelter equipment setups (target: 39),
o 51 Distance Learning Centers (DLC), fully meeting the target,
o 17 Temporary Learning Spaces (TLS) out of 28.
• Indicator 1.3: 197 school leaders, local education authorities, and teachers received training and supervision on planning and implementing Catch-up at school-level, slightly surpassing the target of 190.
• Indicator 1.4: 1,864 children were enrolled in non-formal education services (Catch-up), exceeding the target of 1,800.
Result 2
• Indicator 2.1: 2,631 teachers and education personnel demonstrated increased knowledge and skills to address children’s protection needs (PFA, SEL, and MRE), just below the target of 3,004.
• Indicator 2.2: 21,377 students, teachers, and education personnel received psycho-social support services (through Mobile team, Teacher wellbeing sessions, and Hotline), nearing the target of 22,666.
• Indicator 2.3: The program significantly surpassed its goal by reaching 5,427 students with mine-risk education, compared to a target of 3,000.
• Indicator 2.4: The activity is started recently, Only 29 educational personnel were trained on an integrated referral mechanism, falling short of the 250 target.
• Learning kits distribution: The target was fully achieved with 28,500 kits distributed.
